Target B is dead in the water. We know that because the Relative Motion of target B is the exact same distance our own ship traveled in the 6 minute time frame and it is 180° of our ship's heading.

The radar recorded target B getting closer as we passed it. The Relative Speed is 20 kts but target B's True Speed is zero.
